In 1/4/2004, HRAAP submits a complaint to prosecution office of Isma'elia province reporting the incident of burning Khaled Abdel-Naby Hasan Ibrahim
The incidents dates back to 13/3/2004 at 12 am, while the victim was walking beside Fanara traffic unit, a detective called Sa'ed, otherwise known as Sa'ed Fanara, arrested and him arbitrarily and accused him of stealing an electric wire and then he and the chief of investigations called Imad Abdel-Fattah hanged the victim Khaled on the door and whipped him with a stick on different parts on his body. The victim was fainted out of beatings and then he was locked incommunicado.
In 8.30 pm, the victim suddenly woke up shouting out of fire that whelmed his whole body from under his stomach to his neck as well as his hands. Then, Sa'ed “the detective” and the chief of investigations “Imad Abdel-Fattah” sent him to Al-Fanara hospital and it did not accept to receive him because of his serious condition, then they went to Fayed hospital which refused to receive him also, then eventually they went to Isma'elya university hospital and it received him after the chief of investigations signed a paper he did not know its content.
In 20/3/2004, the prosecutor of Fayed went to the hospital and interrogated the victim Khaled Abdel-Naby Hasan Ibrahim to know the details of the incident, then he eplied according to what the chief of investigations “Imad Abdel-Fattah” dictated him to tell a totally different incident after threatening him to take his father to Fayed police station if he did not obey them.
This incident stresses prevailing the phenomenon of torture despite the issued instruction from the major general Habib Al-Adly “the Minister of Interior” to treat citizens in a good way in police stations all over the country. HRAAP wishes to take the necessary legal procedures to investigate in this incident and bringing these criminals before court.
