Today, the Human Rights Association for the Assistance of Prisoners issues the fifth training guidebook in the series of training guidebook in means of protecting human rights entitled "Prisoners' freedoms in State Council Legislation ". Four versions of these series were issued until now aiming to providing information and experience for practitioners in this field to improve and develop their performance. These series come in the framework of the faith of the Human Rights Association for the Assistance of Prisoners that the accumulated experience, to defend the detainees and their families' rights, is the right of society generally and human rights organizations and desiring lawyers to work in this field particularly. It believes that generalizing this experience, by publicizing it, will assist everyone want to affiliate with the groups of defenders of human rights as they have to be equipped with experience and knowledge in addition to what they will contribute to organizations that desire to carry out programs of legal aid that may find in the material of these guidebook what help them to train lawyers in procedures of filing a case…etc. This version tackles the issue of protecting the prisoners' constitutive freedoms according to the state council legislation. The first part includes the personal rights and freedoms and the second part includes the general rights and freedoms as this part mentions also the constitutive rules stated for each right separately attached with a comment from the High Constitutive Court provisions in relation to the legality of laws and demonstrates the most important international agreements texts and the important legal principles on these articles regulating to this right including what is mentioned in the in rights and through displaying a summary for judicial provisions that tackled these principles.
Accordingly, we hope for this guidebook to be a modest contribution in field of physical safety protection according to the message of the Human Rights Association for the Assistance of Prisoners.
