HRAAP submitted today an announcement to the consultant: Maher Abdelwahed" the Attorney General", to investigate into disappearing 28 Egyptian citizens, in addition to Mr. Mansour El-Kekhia (the Libyan Foreign Affairs Minister). A list of disappearance incidents is attached to each case, after getting them under arrest by the Security State Investigators. HRAAP received several complaints, from 28 families from different places in Egypt. The complaints tell about the disappearance of their sons for many years, after getting them under arrest by the Security State Investigators in their territories. These disappearance incidents reached to more than 14 in some cases.
It was mentioned in these complaints that arresting cases happened by breaking in their houses, and in some cases the members of the family had been beaten by the officers, then they led the disappeared victims to The Security Office of the State and detained them many days, following it their disappearance without trace. HRAAP supported its announcement by what is mentioned in the Egyptian constitution, including guarantees and affirmations of holiness of the personal life of every citizen and the other rights and the public liberty. The article No. 25 of the serious crimes procedures law states that :( Everyone know about occurring of a crime, the Attorney General Office could submit a claim for it, without a complaint or order from the Attorney General or anyone of judicial officials), that to be the announcement, submitted by them, lawful.
HRAAP asked the consultant to investigate into these incidents and determine the destiny of these citizens, through the physical and psychological harms, which hurt them, after their disappearance for many years, rather than opening investigations into breaking in their houses without following the reported legal procedures.
